Korea's insured employees rose 288,000 (1.8%) year on year to 15.93 million at end-September 2026

Korea’s September 2026 Jobs Report: +113,000 Jobs, Unemployment at 2.0%

Updated October 16, 2026 (KST): the official results are out. This article first previewed the report using early data; it now leads with the released figures. Korea’s national statistics agency (국가데이터처, formerly Statistics Korea) published its September Employment Trend at 08:00 KST on October 16 (MODS press releases). Employed persons rose by 113,000 from a year earlier to 29.266 million, a smaller gain than August’s +184,000. The unemployment rate was 2.0% (down 0.1 percentage point), and the OECD-comparable employment rate for ages 15–64 was 70.6% (up 0.2 points). Figures below are as reported from the release by Newspim and Newsis.

Korea's insured employees rose 288,000 (1.8%) year on year to 15.93 million at end-September 2026

The September 2026 headline figures

Indicator (September 2026) Value Change vs Sept 2025
Employed persons 29.266 million +113,000 (+0.4%)
Employment rate, age 15+ 63.5% −0.2 pt
Employment rate, age 15–64 70.6% +0.2 pt
Unemployment rate 2.0% −0.1 pt
Unemployed persons 600,000 −34,000
Youth (15–29) employment rate 44.0% −1.1 pt
Youth (15–29) unemployment rate 5.4% +0.6 pt

By age: people aged 60 and over drove the gain (+172,000), with people in their 30s (+81,000) and 50s (+48,000) also up. People in their 20s fell by 170,000 and those in their 40s by 42,000. This release is also the first to add statistics for the new legal youth range, ages 15–34.

By industry: health and social welfare services rose the most (+207,000), followed by transport and storage (+54,000) and finance and insurance (+32,000). Accommodation and food services (−97,000), agriculture, forestry and fisheries (−94,000) and education services (−53,000) fell. Newsis reported that manufacturing rose by 16,000, its first gain in 27 months, while construction fell by 48,000.

The base effect played out. The government had warned on September 9 that September 2025’s strong gain (+312,000) could weigh on this year’s figure, and the headline increase did narrow from August.

Before the release: the early data

Two different jobs numbers

  • Employment-insurance data (labor ministry): counts workers enrolled in employment insurance at the end of the month. It excludes many self-employed people and others outside the system, so it is not the same as total employment.
  • Employment Trend (statistics agency): a household survey that gives total employed persons, the unemployment rate and the employment rate. This is the headline report, released on October 16.

Both are official, but they measure different things and can move differently.

What the September insurance data shows

Table of September 2026 insured-employee changes: services, manufacturing, construction, under-30s and over-60s
Group Change vs September 2025
All insured employees +288,000 (+1.8%), to 15.93 million
Services +283,000
Manufacturing +8,000; a second straight monthly rise, to 3.853 million
Construction −6,000; the 38th straight monthly fall, but a smaller decline
Aged 29 and under −55,000; the ministry says this age group’s population fell by 144,000
Aged 60 and over +207,000

Sources: Ministry of Employment and Labor briefing via Korea.kr (Oct 14); Money Today (Oct 14) for the exact age breakdown, which it lists as −54,800 for ages 29 and under and +206,900 for 60 and over.

More details from the briefing:
– The ministry said growth in insured employees has stayed in the high 200,000s for nine straight months.
– Manufacturing gains came from other transport equipment (shipbuilding), electronics and communications, and machinery. The ministry linked the electronics rise to strong semiconductor exports, and the machinery rise to chip-related equipment investment. Cars, chemicals, textiles and non-metallic minerals declined.
– Health and social welfare posted the largest increase among services, which the ministry tied to ageing-related demand for care.
– Jobless benefits: new claims fell by 2,000 to 87,000, recipients fell by 23,000 to 601,000, and payouts fell by ₩36.6 billion to ₩1.0307 trillion.
– Job openings: new openings on the government’s Work24 job portal rose by 4,000 to 170,000, while new job seekers fell by 21,000 to 357,000. Openings per job seeker rose to 0.48, from 0.44 a year earlier.

August’s survey, for comparison

August 2026 baseline jobs figures for comparison with the October 16 release: +184,000 employed, 2.0% unemployment
Indicator (August 2026) Value
Employed persons, year on year +184,000 (to 29.151 million)
Unemployment rate 2.0% (unchanged)
Employment rate, age 15+ 63.3% (unchanged)
Youth (15–29) unemployment rate 5.4% (+0.5 percentage points)
Youth employment rate 44.1% (−1.0 percentage point)

Sources: Ministry of Employment and Labor / Ministry of Economy and Finance joint release, Sept 9; Yonhap, Sept 9.

A base effect to keep in mind: the government’s September 9 release warned that September 2025’s large jobs gain (+312,000) could weigh on this year’s September growth. Yonhap reported that the government expected September’s increase to narrow again because of that base effect. A smaller headline gain on October 16 could therefore reflect last year’s strong comparison, not only current conditions.

What we were watching (written before the release)

  • Whether the headline year-on-year gain in employment stays near August’s +184,000, given the +312,000 base from a year earlier.
  • Manufacturing and construction. In the August survey both were still falling year on year (−38,000 and −32,000), though by less than before. The insurance data now shows manufacturing rising.
  • Youth. In August, employed people aged 15 to 29 fell by 143,000, the 46th straight monthly decline.

Why this matters beyond Korea

Korea’s jobs data is one of the domestic indicators released before the Bank of Korea’s rate meeting on October 22, which Yonhap noted is scheduled for that day. We don’t speculate on the decision here.
